Ouvrier aux aciéries de la Marine à Saint-Chamond (Loire), Martin fut en 1937 candidat du Parti socialiste SFIO au conseil d’arrondissement. Il obtint au premier tour 1 172 voix sur 8 163 votants, contre 1 901 au communiste Launay et 4 838 au radical-socialiste Girard, élu. A Saint-Chamond, les suffrages se répartissaient comme suit : 386 à Martin, 724 à Launay et 1 802 à Girard.
